The AVR ISP Programmer - USB can program any AVR microcontroller with under 64K of flash that is supported by AVRDUDE. The ATtiny4 fits this description, so it can be programmed too.
However, as per the datasheet for the ATtiny4 [ http://www.atmel.com/images/atmel-8127-avr-8-bit-microcontroller-attiny4-attiny5-attiny9-attiny10_datasheet.pdf ], this device only comes in 6-pin SOT and 8-pad UDFN packages. These chips would likely need to be soldered to a board and programmed in place.
